TO: ENFIELD RESIDENTS ON TOWN SEWER
SUBJECT: INCOME SURVEY NEEDED FOR GRANT/LOAN FUNDING
The Town of Enfield is considering applying to the United States Department of Agriculture –Rural Development for a combination grant/loan program to extend residential sewer services to Lakeview Condominiums to eliminate the failing septic systems which has created a public and environmental health concern. USDA offers these grants and low-interest loans to small communities to cover a significant portion of the construction costs. Eligibility is determined by median household income of the residents of the service area. To determine if our community is eligible for the program, an income survey of the all users of the sewer system must be conducted. We are asking Enfield sewer customers to complete a survey that will request household information, including income.
The Town of Enfield has enlisted the help of RCAP Solutions, Inc., the Northeast Rural Community Assistance Partnership, which is a non-profit organization that helps small communities throughout the New Hampshire and other states to compile and analyze the survey results. The surveys will be delivered to RCAP. No one in Enfield, or elsewhere, will see the surveys. THE SURVEY IS COMPLETELY CONFIDENTIAL. Data specific to users will not be conveyed to anyone.
When you receive the survey in the mail, please fill out the enclosed form and place it in the self-addressed stamped envelope and drop it in the mail as soon as possible. In some cases representatives from RCAP Solutions will be coming door to door to distribute the survey and collect the information. Volunteers will be wearing identification tags and will likely visit around the dinner hour.
