Town Manager Update - November 22, 2013
Greetings,
This was a busy week in terms of meetings; Selectboard, TIF, CIP, Recreation, and Budget Committee all met this week and I was lucky enough to attend four of those meetings. (I mean that sincerely)  The Selectboard focused on a couple of topics, including the proposed 2014 budget.  At the meeting, the Board directed me to help them find a solution to the acoustical issues we have at the Community Building.  Anyone that has ever attended an event there knows that the acoustics are not great.  Although, the more people that are in the room, the easier it is to hear and communicate.  I have never had to deal with an acoustic issue in my career and so my first step in this case was to ask the other municipal managers in New Hampshire for their advice.  The municipal managers have a listserv that we use to seek guidance and bounce ideas off one another.  Within five minutes of my posting I had a couple leads for sound engineers.  Hopefully this will lead us to a solution.  The Board also discussed their concerns with the continual placement of trash/recycling containers along our roads.  Our current Solid Waste Ordinance is not clear about the storage of these new containers, and I will be offering some language that clears up this issue.  Next Thursday is a holiday and so those residents who normally have their trash/recycling collected on a Thursday will have their collection  moved to Friday; everyone else will maintain their normal collection schedule.
The Recreation Commission met on Tuesday night and had the opportunity to meet with a Mascoma Valley Regional High School student who presented two designs that may be painted on a couple recreation buildings.  The building at Shakoma Beach is a non-descript concrete block building that could benefit from a splash of color and art.  The proposed design would be 2’x2’ and would be placed on the door.  The other proposed design is for the Huse Park pavilion building.  The design incorporates many of the typical activities that happen at Huse Park and would be 4’x6’.  The Selectboard will review these designs at their next meeting on December 2nd.  
Capital Improvement Planning (CIP) met on Wednesday evening.  The CIP reviewed the potential projects for 2014 and possible funding sources.  DPW has the lion’s share of the requests, including 3 replacement trucks, and a couple water/sewer projects.  One of the larger projects to be considered for 2014 is the replacement of the Lovejoy Brook Road culverts.  The current culverts are undersized and fail whenever we have a significant rain event, which leads to the road flooding.  We have an opportunity to apply for a hazard mitigation grant that would cover 75% of the cost, however we are not guaranteed we will be successful.  The CIP is very conscious of our ability to afford these types of projects and we will wait to hear if we are successful with the grant before we move forward with committing resources to this project.  The other big project for 2014 is at the Enfield Mascoma Lake boat launch.  The boat launch is in need of repair.  In 2013 we completed the engineering and permitting.  Our engineers have estimated that the project will cost $90,000.  CIP has asked that we research funding options for this project.  
Our Budget Committee met on Thursday to review several departmental budget requests.  The Library, Police Department, Enfield Village Association and Parks & Recreation had their budget requests reviewed.  Anyone who is interested can access their requests on our website under the Budget Committee section of the site.  The next Budget Committee meeting is on December 7th where they will review Public Works, Fire and Ambulance requests.
