Mascoma River Nomination Moves Forward

The Mascoma River Nominating Committee and the Upper Valley Lake Sunapee Regional Planning Commission submitted a nomination application for the Mascoma River to be designated into the Rivers Management and Protection Program.on June 1, 2010. The lower Mascoma River, from Canaan Center to West Lebanon, has been presented for nomination at this time. The application is available for review on the DES Rivers Management and Protection Program website located at http://des.nh.gov/organization/divisions/water/wmb/rivers/nominations.htm

The New Hampshire Department of Environmental Services (DES) will hold a public hearing in Lebanon, NH on Thursday, August 5th from 6:30 p.m. to 8:30 p.m. to accept public comments on the nomination of the Mascoma River into the New Hampshire Rivers Management and Protection Program.

The DES Rivers Coordinator has determined the application meets state requirements, making the river eligible for consideration during the next legislative session into the Rivers Management and Protection Program. Following the public hearing, the DES Rivers Coordinator and the Rivers Management Advisory Committee will make their respective recommendations to the DES Commissioner by October. The DES Commissioner will review the nomination and must make a determination whether to forward the nomination to the General Court for legislative approval by November.

Designation raises public awareness of the river and creates a Local Advisory Committee (LAC) composed of representatives from each riverfront town to discuss human and natural activities in the river corridor. The LAC creates a valuable forum for dialogue across town boundaries, and provides local advisory input to the state permitting process when projects are within the river corridor.

Meeting details:

DES Releases
“A Shoreland Homeowner’s Guide to Stormwater Management”

The New Hampshire Department of Environmental Services has released a new document to assist landowners entitled A Shoreland Homeowner’s Guide to Stormwater Management. If you are a shoreland homeowner, your property may produce stormwater runoff that directly impacts the quality of our waters. The A Shoreland Homeowner’s Guide to Stormwater Management provides several simple and cost effective practices shoreland homeowners can use to reduce and prevent polluted stormwater runoff from roofs, patios, lawns and driveways. These practices can be used to meet the provisions of the Comprehensive Shoreland Protection Act (CSPA), which helps protect the state’s surface waters by placing limits on development that contribute to stormwater runoff. The guide also includes general information about what state environmental permits, if any, are necessary for incorporating these practices.

The guide consists of an introductory document and nine guidance sheets for the installation of: dripline trenches, drywells, new infiltration steps, retrofit infiltration steps, infiltration trenches, paths and walkways, rain barrels, rain gardens and water bars. A copy of the guide can be found online at
http://des.nh.gov/organization/commissioner/pip/publications/wd/documents/nhdes-wd-10-8.pdf

The guide was prepared by the DES Shoreland Protection Program and the DES Lakes Management and Protection Program in partnership with the Upper Valley Lake Sunapee Regional Planning Commission. Funding for the guide was provided by the American Recovery and Reinvestment Act under Section 604(b) of the Clean Water Act. The guidance sheets contained in the guide were provided by the Maine Department of Environmental Protection.

For more information on A Shoreland Homeowner’s Guide to Stormwater Management, please contact Laura Weit-Marcum at 603 271-8811.

NATIONAL HISTORIC REGISTER DISTRICT FOR ENFIELD

There is wonderful news for the town of Enfield! On April 19, 2010, Enfield’s application to create National Historic Register District in Enfield Village was approved by the US Department of the Interior. Historic district designation in conjunction with Enfield’s important Shaker heritage and in concert with all of the improvements being promoted by the Enfield Village Association, will encourage historic tourism, which will, in turn, benefit local businesses. Raising public consciousness about Enfield’s history will also enhance future grant funding opportunities for both the town and the Enfield Village Association. Enfield residents can be extremely proud that their town has been awarded this very special honor.

Enfield Energy Committee News

The Enfield Public Library now has two new items to loan out to Enfield residents:

Smart Strip: The Smart Strip is a surge protector that saves energy by shutting off power to switched outlets when a device plugged into the control outlet is turned off. For example, computer peripherals such as monitors, printers, scanners plugged into the switched outlets will simultaneously turn off when the computer, plugged into the control outlet, is turned off. Also, The Smart Strip can be used to shut off VCRs, DVD players, and audio components when your TV is shut off.

Kill-A-Watt Electric Usage Monitor: This device is intended to measure the power and energy usage of any appliance that you can plug into a wall outlet. There is a 2" LCD screen and five buttons. The buttons are marked from left to right: Volt, Amp (current), Watt/VA (Watts or Vrms Arms), Hz/PF (Frequency or Power factor) and KWH/Hour (KiloWatt hours or hours).

Try them out!

Simply ask about them at the circulation desk

Homeowners included in mercury disposal ban

Effective January 1, 2008, RSA 149-M:58 bans the disposal of all products containing intentionally-added mercury in landfills, transfer stations and incinerators, regardless of the amount of mercury they contain. Homeowners and businesses alike are affected by the ban on such items as thermometers, thermostats, electrical switches, mercury button cell batteries and fluorescent light bulbs, including compact fluorescent bulbs. Because mercury is a highly toxic chemical that does not break down, and accumulates in our bodies over time, it should not be discharged to the environment.

There are several legal disposal options for homeowners. Homeowners can bring spent bulbs and mercury-containing products to their town facility, if the town accepts them, or to a household hazardous waste collection event. Currently, some 60 municipal programs accept fluorescent lamps and of those, about 29 also accept mercury-containing products. Homeowners and small businesses may take up to 6 fluorescent lamps to participating TrueValue and Ace hardware stores where the lamps will be accepted and recycled at no cost to the consumer.

Additionally, mercury restrictions in RSA 149-M:51 prohibit the sale of many mercury-added products in the state, including thermometers and other measuring devices, switches, relays and thermostats. The sales prohibition on measuring devices will take effect on January 1, 2008. Switches, relays and thermostats sales will be restricted as of July 1, 2008.

For a more comprehensive list of common mercury-added products and recycling options, visit the N.H. Pollution Prevention Program webstie at www.des.nh.gov/nhppp/Mercury/Hgproducts.asp. For a list of household hazardous waste collection events and options for proper product recycling, go to www.des.nh.gov/HHW/.
