To the inhabitants of the Town of Enfield, in the County of Grafton, qualified to vote in Town affairs:

Take notice and be warned that the Annual Town Meeting of the Town of Enfield, New Hampshire, will be held on two days as follows:

On Tuesday, March 9, 2010, in the Whitney Hall Auditorium, 23 Main Street, Enfield, NH, there will be voting only by Official Ballot for the election of Town Officers and Amendment to the Enfield Zoning Ordinance. Note: By law, the meeting must open before the voting starts. Therefore, the meeting and polls will open at 8:00 a.m. for the consideration of all ballot articles. At 12:00 NOON the meeting will recess, but the polls will remain open.

Polls will be open at 8:00 a.m. and close at 7:00 p.m. There will be no opportunity to vote by ballot on Articles 1 through 2 at the second session of the Town Meeting. After the polls close at 7:00 p.m., the ballots will be counted.

The meeting will reconvene Saturday, March 13, 2010; Articles 1 through 2 will be presented and articles 3 through 16 will be presented, discussed and acted upon beginning at 9:00 a.m. at the Enfield Elementary Village School, 271 US Route 4, Enfield, NH.

Article 2. Are you in favor of the adoption of Amendment #1, as proposed by the Enfield Planning Board, for the Town of Enfield Zoning Ordinance as follows?

To see if the Town of Enfield, N.H. will adopt the provisions of N.H. RSA Section 674:21:VI of Title LCIV, Planning and Zoning, Chapter 674 Local Land Use Powers as they relate to applying the “Village Plan Alternative” as an integral part of the Town of Enfield, New Hampshire’s Zoning Ordinance.

The Enfield Planning Board recommends passage of this article by a vote of 4-3.



Article 3: To see if the Town will vote to raise and appropriate the Budget Committee’s and Selectmen’s recommended sum of four million, eight hundred seventy-six thousand, three hundred sixty-seven dollars, ($4,876,367), for general municipal operations. This article does not include special or individual articles addressed. (Estimated tax impact $5.51 per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee recommends this article by a vote of 8-0.


Article 4:
To see if the Town will vote to raise and appropriate the sum of one hundred ninety thousand dollars ($190,000) to purchase the following Public Works vehicles/equipment:

Backhoe: $140,000 Appropriation, 25.455 cents estimated tax impact per $1,000 valuation, $51 estimated tax impact on $200,000 home.

F550 1-Ton Dump Truck: $50,000 Appropriation, 9.091 cents estimated tax impact per $1,000 valuation, $18 estimated tax impact on $200,000 home.

$190,000 Total appropriation, 34.546 cents total estimated tax impact per $1,000 valuation, $69 total estimated tax impact on $200,000 home.

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee recommends this article by a vote of 6-2.


Article 5:
To see if the Town will vote to modify the Tax Incremental Finance (TIF) District Plan Section V. District Plan, Project List by adding Huse Park/Community Building site plan improvements.


Article 6:
To see if the Town will vote to amend the Tax Incremental Finance (TIF) District Plan, Section V. District Plan, Project List by adding the extension of the sewer main along Main Street.



Article 7: (By Petition) Shall the Town of Enfield submit a request to the New Hampshire Department of Transportation to install STOP signs at the Main Street approaches to the Main Street/High Street/Shaker Hill Road intersection in downtown Enfield, creating a four way stop? This intersection has known safety issues arising from poor sight distances and deficient alignment.

The Board of Selectmen does not recommend this article by a vote of 2-1.


Article 8: (By Petition) Shall the Town of Enfield raise and appropriate the sum of three thousand, four hundred seven-two dollars ($3,472) in support the Tri-County Cap Community Contact Office? This is $16.00 per household Tri-County CAP uses to assist with Fuel & Electric Assistance and Homeless Outreach. (Estimated tax impact is less than .631 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.



Article 9: (By Petition) Shall the Town raise and appropriate the sum of thirteen thousand nine hundred dollars ($13,900) to help support the home health, maternal and child health, and hospice care provided in patients’ homes and in community settings by the Visiting Nurse Association & Hospice of VT and NH? In 2009, the VNA & Hospice of VT and NH made 2,256 homecare visits to 220 residents and provided approximately $141,561 of uncompensated care to Enfield residents. (Estimated tax impact 2.527 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.



Article 10: (By Petition) Shall the Town raise and appropriate the sum of seven thousand two hundred fifty-eight dollars($7,258) for the Grafton County Senior Citizens Council for services for Enfield residents in 2010? These services include congregate meals, home delivered meals, transportation, adult in-home care, outreach support, ServiceLink support and more. In 2009, Grafton County Senior Citizens Council, Inc. provided services for 166 Enfield residents, and ServiceLink provided services for 88 residents, and the cost of providing these services was $126,979.84. (Estimated tax impact 1.320 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.



Article 11: (By Petition) To see if the Town will raise and appropriate the sum of five thousand two hundred fifty dollars ($5,250) for Advance Transit for the 2010 calendar year. Advance Transit provides Enfield residents free rides to hospitals, shopping centers, schools, and regional agencies in the Upper valley. The service reduces traffic congestion, improves access to jobs and employment opportunities, and enhances mobility and transportation options for residents with disabilities. Support for the Advance Transit program will help to sustain this free service for the benefit of the community. (Estimated tax impact is .955 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.



Article 12: (By Petition) Shall the Town of Enfield raise and appropriate the sum of five thousand four hundred ninety one dollars ($5,491) for the support of professional mental health services provided by West Central Behavioral Health? This appropriation will be used to pay West Central Behavioral Health for services provided to uninsured and underinsured Enfield residents who use West Central Behavioral Health’s psychological, psychiatric, case management and emergency mental health services. Last year one hundred and thirty nine (139) Enfield residents were patients of West Central Behavioral Health. Of the 139 served 69 were Enfield’s children. Enfield’s appropriation will only be used to support services to Enfield residents. (Estimated tax impact is .998 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.


Article 13: (By Petition)
Shall the town raise and appropriate the sum of seven thousand dollars ($7,000.00) for Headrest, Inc. for services for Enfield residents in 2010. These services include 24-hour Hotline, substance abuse counseling, residential detox, transitional living, NA meetings, and more. Headrest has always provided these services to the citizens of Enfield regardless of the ability to pay. (Estimated tax impact is 1.273 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.


Article 14: (By Petition)
Shall the Town raise and appropriate the sum of two thousand three hundred dollars ($2,300) to help support the crisis intervention and support services and community outreach and violence prevention program at WISE (Women’s Information Service) located in Lebanon, NH and serving the Town of Enfield as well as twelve additional towns in the Upper Valley of Vermont and New Hampshire. (Estimated tax impact is .418 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.
The Budget Committee does not recommend this article by a vote of 8-0.


Article 15: (By Petition)
Shall the Town of Enfield raise and appropriate the sum of three thousand four hundred sixty three dollars ($3,463) for the support of public health program services provided by Mascoma Valley Health Initiative in 2010? This appropriation represents an allocation of 75 cents per capita. This appropriation will be used to pay Mascoma Valley Health Initiative for services provided to adult, youth and child residents of Enfield who use Mascoma Valley health Initiative’s public health immunization, youth alcohol and drug prevention, after school program, outreach and referral services. In 2009, Mascoma Valley Health Initiative conducted a seasonal flu clinic in Enfield and immunized more than 500 individuals. This appropriation will be used to support MVHI’s work to protect and promote the health of Enfield residents. (Estimated tax impact is .630 cents per $1,000 valuation.)

The Board of Selectmen recommends this article by a vote of 3-0.

DHHS Announces Activation of H1N1 Flu Public Inquiry Line



Concord, NH – The New Hampshire Department of Health and Human Services is announcing the activation of New Hampshire’s H1N1 Flu Public Inquiry Line. DHHS is urging residents with questions about the H1N1 influenza virus, the H1N1 vaccine, and any other questions related to H1N1 to contact 2-1-1 NH by dialing 2-1-1.

“People have questions about the H1N1 virus and the status of the supply of H1N1 vaccine. We are activating the public inquiry line because we want to be sure people have access to good information are getting answers to their questions and are taking the proper steps to prevent the spread of the virus,” which is why we are activating the public inquiry line,” said Gov. John Lynch.

“We understand that people are concerned about H1N1, particularly with the delay in vaccines being made and shipped from private manufacturers. But we want to assure the public that the vaccine will be coming,” said DHHS Public Health Director Dr. José Montero. “We want to encourage everyone, in the absence of the vaccine, to take common sense preventative measures to avoid becoming sick with H1N1 or any other illness. This includes washing your hands frequently, covering your mouth when you cough or sneeze, and staying home from work or school if you are sick.”

DHHS has been working with 2-1-1 NH, (a program of United Ways of NH in partnership with Public Service of NH, The State of NH and Exeter Hospital) to be ready to respond as the State’s public inquiry line for all questions regarding H1N1 influenza. Initially the public inquiry line will be open for H1N1 related questions from 8 am – 5 pm Monday through Friday.

2009 Revaluation Property Assessment Information

The Assessing Department is updating property values for 2009 in compliance with the recertification process required by the State of New Hampshire. Our assessors have been working in the field, conducting their review of neighborhoods and placing final values on the parcels. Below, you will find the new values for all Enfield properties. The Town is currently sending letters with new values and copies of assessment cards for taxpayers review. Once you have received your letter you may request an informal hearing if you do not agree with the assessment. You may request a hearing either in person, by phone at (603) 442-5406, or have your concerns/questions answered via e-mail, jahuntley@enfield.nh.us. Thank you for your co-operation.

The Enfield Public Library now has two new items to loan out to Enfield residents:

Smart Strip: The Smart Strip is a surge protector that saves energy by shutting off power to switched outlets when a device plugged into the control outlet is turned off. For example, computer peripherals such as monitors, printers, scanners plugged into the switched outlets will simultaneously turn off when the computer, plugged into the control outlet, is turned off. Also, The Smart Strip can be used to shut off VCRs, DVD players, and audio components when your TV is shut off.

Kill-A-Watt Electric Usage Monitor: This device is intended to measure the power and energy usage of any appliance that you can plug into a wall outlet. There is a 2" LCD screen and five buttons. The buttons are marked from left to right: Volt, Amp (current), Watt/VA (Watts or Vrms Arms), Hz/PF (Frequency or Power factor) and KWH/Hour (KiloWatt hours or hours).

Homeowners included in mercury disposal ban


Effective January 1, 2008, RSA 149-M:58 bans the disposal of all products containing intentionally-added mercury in landfills, transfer stations and incinerators, regardless of the amount of mercury they contain. Homeowners and businesses alike are affected by the ban on such items as thermometers, thermostats, electrical switches, mercury button cell batteries and fluorescent light bulbs, including compact fluorescent bulbs. Because mercury is a highly toxic chemical that does not break down, and accumulates in our bodies over time, it should not be discharged to the environment.

There are several legal disposal options for homeowners. Homeowners can bring spent bulbs and mercury-containing products to their town facility, if the town accepts them, or to a household hazardous waste collection event. Currently, some 60 municipal programs accept fluorescent lamps and of those, about 29 also accept mercury-containing products. Homeowners and small businesses may take up to 6 fluorescent lamps to participating TrueValue and Ace hardware stores where the lamps will be accepted and recycled at no cost to the consumer.

Additionally, mercury restrictions in RSA 149-M:51 prohibit the sale of many mercury-added products in the state, including thermometers and other measuring devices, switches, relays and thermostats. The sales prohibition on measuring devices will take effect on January 1, 2008. Switches, relays and thermostats sales will be restricted as of July 1, 2008.
